Add new fields or change data type of fields that are in STCKE format to something more consumable

Fields TIME_ZC_ENTRY, TIME_ZC_EXIT, TIME_SOR_SENT, TIME_SOR_RECV were recently added to the ZDS tables for SMF record type 123 (PTF UI82260). The STCKE (CHAR(16)) format is difficult to work with and convert to a GMT or local time in Db2 queries. It would be more consumable, and more consistent to other fields in the same table, if they were FLOAT 8. For example: RESP_TIME_MIN FLOAT 8, RESP_TIME_MAX FLOAT 8, RESP_TIME_SUM FLOAT 8
