JZOS Maven jars should throw exception for disabled functionality

IBM has made JZOS jars available on Maven Central for development and compilation.

The functionality has been disabled in the Maven Central jars. Some or all disabled functions currently return invalid values e.g. null.

If you inadvertently use these disabled jars, invalid return values are likely to cause hard to debug errors that appear to be in your own code.

Instead, these functions should be changed to throw a runtime exception with an appropriate message e.g. "This is a non-functional JZOS jar for compilation only". This makes it obvious that you have tried to use a disabled function and will avoid wasting time debugging resulting errors.
