Provide functional JZOS jars in a Maven repository

IBM has made non-functional versions of the JZOS jars available in the Maven Central repository to allow compilation using Maven.

Some JZOS functions are dependent on z/OS, however others e.g. data conversion are not. Using non functional jars makes it impossible to include unit tests that use JZOS as part of the build.

It would be useful to have functional versions of these jars available so you can create unit tests for parts of the code that do not depend on z/OS.

If public access via Maven Central is a problem, IBM could create a private Maven repository with restricted access, authenticated by e.g. a token attached to your IBM ID.

This would actually reduce the maintenance workload for IBM, because the non-functional jars would not have to be created/maintained.

The repository could also be used to make other z/OS specific jars available to Maven builds.
