new CPU usage metric from the z/OS insde pont of view

At the moment we get only the avg. CPU from the z/OS system or from any address spaces inside of the LPAR related to the hardware and / or the RMF CPU interval values.
What we need is a metric for the normalized
CPU usage
from the LPAR it self, like the SDSF values.

    will send an email to the submitter,  we need some more data about what is meant by normalized.    There is a very wide interpretation of this term.   When working in OM v 5.1,  we rationalize data to be information,  so is this something that you are looking at as a summary at a plex, level,    the lpar level or an address space level and where in particular would the visibility of this metric be used and valid for your problem determination help?
