Add Execution Velocity metric with history support to LPAR-Level Table KM5WLMCLRX for z/OS

We would like to request an enhancement to OMEGAMON for z/OS to include the Execution Velocity metric in the LPAR-level table KM5WLMCLRX, along with support for history collection.

Currently, Execution Velocity is only available in real-time at the system level and summarized in the sysplex-level history table KM5WLMCLPX, which does not retain Type=Detail history due to performance concerns. Having historical data for Execution Velocity at the LPAR level would be extremely valuable for performance analysis and reporting—especially since this capability was previously available in MainView.

Adding this metric to KM5WLMCLRX would allow us to track Execution Velocity by LPAR/SMFID with historical context.
