Allow every variable to be initialized by ''

    this is part of the 5.3 release for HANDLE, OFFSET, AREA, and OFFSET

    For FILE and LABEL variables a value of binary zeros (or anything else that leads to an error) would probably be the best, plus a W (or even E) type message. For FORMAT, a default "(A)" format + W-type message might be sufficient.

    For AREA, OFFSET, ENTRY, and HANDLE, it is clear what should result. For ORDINALs, the first value would be reasonable. But for FILE, LABEL, and FORMAT variables, it is not so clear.
