New User Exit for DBCLS

We would like a new user exit case that can be used at DBCLS.

    No new user exit is required. Case 12 in user exit dfuex.mac (DFUEX CASE=12) already exists to do user processing during a DBCLS/dfcls call. The original intention of the user exit is to interrogate data collection counts, but it would also provide an appropriate point to put in user processing to release a block that was previously obtained during a file's open->close sequence. It is called from segment ubc0.asm just after other z/TPFDF-managed resources (such as DECB frames and B+Tree work areas) are released, and the SW00SR is addressable in R3.
