Support user defined metrics in the NVPC feed for RTMC (TPFUG/Visa)

Only IBM defined metrics are currently supported in the NVPC feed. These metrics are ECB specific. We have a homegrown tool that provides a one-dimensional view of NVPC type data and user defined counters that are sent as part of that homegrown feed. These user defined metrics count calls to security modules made during the ECB's lifetime, so provide key capacity data for ensuring we have enough security modules to support growth, include growth of specific message types. Furthermore, this user counter would be equally relevant when assessing code package resource profiles during the ECBs' lifetime. Other examples of user defined metrics that we would add if there was actually support for them in the NVPC feed to RTMC are: count of call-out services made for synchronous callouts, and total time spent waiting for synchronous callouts to complete. We are adding more and more enhanced services that require off-TPF callouts so these metrics are becoming increasingly important for us.
