Following a review of old rejected RFEs, we have noticed that this RFE has since been delivered by z/OS Connect EE V3.0.30 (APAR PH19977):

You can now configure z/OS Connect EE to record SMF 123 subtype 1 version 2 records, which provide more detailed information about API provider requests. These records can be consumed by Splunk via IBM Common Data Provider for Z Systems.

After a review of this requirement no specific support for Splunk in zCEE is imminent. However, it may be worth exploring the following support in Liberty (via logmet and logstash) that may enable Splunk access.
