This requirement has been re-assessed. It is not likely that this will be implemented in the next 12-24 months and we have determined that it is not required so it is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.

Could you please provide some additional information as to why you would want to provision an (emulated) z/OS instance but not IPL the z/OS?
When deploying ADCD using ZDT Tools, the option should be available to NOT automatically IPL z/OS. If the customer does not option a 3270 client to connect to device 700 on port 3270, all the IPL message are routed to Linux. The need to reconnect to the master console requires issuing oprmsg command in linux to reestablish the 3270 device 700 connect. When deploying ADCD as part of a PoC or otherwise, the ZDT Tools interface should provide an option to either auto-ipl Y/N, along with the type of loadparm, cold start, all subsystems would be the default.
