Provide the Python api as a separate pip installabe package

It would be great if the ZOAU python api could be provided as a separate pip installable module.

Currently you can use the python assets from within the pax file to assist in local off platform development, but its hard to create scriptable/re-creatable environments without this package being hosted somewhere like pypi as it currently requires a user to manually extract and setup the python api from the pax. This also makes it impossible to define your development environments that use ZOAU in an as code model using tools like devcontainers.
