Integrate ZOAU into the z/OS base

ZOAU has become the go to toolset on z/OS for some shops but it is still not something an ISV, or open-source developer, can use as there is no guarantee that every installation will have it. By integrating it into the z/OS base so it is installed with each z/OS release, and maintained using the standard z/OS maintenance stream, then it will foster greater use of this toolset.

    This has been reviewed by the z/OS team, and while IBM doesn't intend to provide it as an internal component of z/OS, other packaging decisions lie with the product team, so it will be routed for their assessment.

    I agree with Python being included in the base distribution and maintenance stream. Since it is a pre-req of ZOAU that means if this idea is implemented then all pre-reqs go with it.

    Anyone considering the ZOAU upvote should also review and upvote ZOS-I-3993 to have python included with z/OS base
