The IWS Restart and cleanup operation can only be performed from an ISPF panel. I want you to be able to perform this operation in a batchjob.

If we want to restart failed batch job, then we should use panel EQQRCLSE on ISPF.
We want the failed batch job to be restarted by the batch job instead of from the panel.

    This feature is available only from a UI because it requires a list of steps that would be cumbersome to execute in a programming interface. Moreover we never received this request from other customer so we are not considering this requirement strategic for the future.
