Issue alert/warning message when PS reaches limit

Dear support,


We've suffered quite a lot situations that when parallel server limit of a workstation was reached the jobs scheduled to run on that workstations were pending submission with status "Submit in progress".

But we couldn't see a warning message issued under such circumstance. Nobody would notice this until users/batchops found batch delayed.

So we would like a warning message issued to EQQMLOG when parallel server limit of a workstation is reached. Actually we've expected this for a long time.

Please help prioritize this to fulfill because it really affected batch running.
