UBS RFE for case TS004147967

Current WAPL command ADD ADID adds an occurrence in the Current Plan.
In case its date/time is outside the Daily Plan window, the occurrence entry is added into the LTP.
The resolution of the dependencies in WAPL is driven by the DEPRES parameter, but this
affects the resolution either for the CP add and for the LTP add.
This is different from the INSERT CPOC or INSERT LTOC specific commands.
When ADD ADID adds the occurrence in the LTP, since normally DEPRES=YES is set (it is
the default and it is also the wanted setting by many users for the CP add), the WAPL
job fails with message EQQL705E and RC=8 when the predecessor Application is not found in the AD database.
The ADD to the CP ignores dependencies for applications that are missing but the ADD to the LTP does not.
There are circumstances in which this scenario can occur in UBS environment.
