IDz: Add the "Open Member" function to the JCL Editor

When viewing/editing a JCL member with the JCL Editor, the Context Menu should support the "Open Member" function. This function is available in the Context Menu when viewing/editing a JCL member with the LPEX Editor but not with the JCL Editor.
