Add scoll bars to IDz Program Control editor windows

With Program Control Flow editor, there are no scroll bars on the right or bottom of the view. These would allow one to at least be able to scroll when the sizing and focus don't work.

Option to disable automatic file association.

Provide an option to disable the automatic file association that is done when opening a file that does not meet any z/OS File Mapping criteria. Since the PMR ID field above doesn't accept the new TS ID format, here it is: TS002715273

IDz program control editor next/last should be in program order

When using IDz Program Control editor, the Previous/Next buttons should flow through the diagram programmatically.Currently, they move alphabetically/numerically.
