    Allow FPBP64STAT parameter to be updated via PROCLIB

    DFS3LU00 should allow the user to choose to generate control blocks and statements from the Catalog Staging area

    When using DFS3LU00 to generate DBD or PSB source statements or control blocks, only DBDs or PSBs in the active portion of the IMS catalog are considered. There is no way to specify generation from the staging portion of the IMS catalog.
