Have GDPS scripts check for themselves as to whether systems have been shutdown

MGMM_SWITCH_ABCD_CDAB and any other 3/4 site procedure issues prompts to confirm systems are down.We would like the script to check for itself, and not issue prompts - the information is available to GDPS.
