Provide CLANG scan-build tool on AIX for Open XL C 17.1+

Provide the scan-build tool to front-end CLANG static analysis. This would greatly aide in migrating codebases from older versions of XL C to the new compilers. All compiler users on AIX would benefit.

EXCI Policy, or other means, to Limit excessive Batch EXCI Pipes for same job. A single batch job could loop taking all the EXCI Pipes; would want a way to block one job, to prevent others from opening an EXCI Pipe. Limit would be configurable.
