Moving LSAVs into OTMA ITASK block itself for removing any storage management overhead

Add the 20 save areas into the main OTMA ITASK block DSECT, for example DFSYQAB. Get the one block, chain its save areas together, and then pass SA1 to DFSCIR. This will get rid of LSAVs and the DFSBCB GET for save areas all together.
