Store Copy Book Comments with IMS Catalog import

Retry timer for restarting High Speed Connector Endpoints should be configurable.

As we have been told, when an Endpoint needs to be restarted, the code defaults to 60 seconds between tries. In the TPF world, that is an eternity.

Modify the Access Requirements to Install and Support the Software to minimum Level Required Rather then SYSADM.

SYSADM access is too broad for an Application to need. This will allow for better usage and support then having to hand off tasks between areas for installs, adding components and maintenance.
