Update EXCI to set the return code (R15) at termination

EXCI leaves an unpredictable residual value in Register 15 on exit, which defies all expectations and good coding practices. This behavior is documented here: https://www.ibm.com/docs/en/cics-ts/5.5?topic=considerations-setting-return-code-r15-termination We just had a production application program fail, after an RSU upgrade changed the meaningless value returned in R15. We've fixed this program to handle EXCI’s behavior, and now we're wondering what will fail next and when. We believe it would be good practice for EXCI to move a valid return code, or even just zeroes, to register 15. It shouldn’t even need a release boundary since no one is counting on anything in particular in R15 now.

    CICS Development: The contents of R15 are not part of the EXCI API. All return code information is returned in parameters on both the EXEC level API and the call level API. It is not the responsibility of the EXCI to set an R15 return code for a batch program at termination. The batch program should set its return code as documented and shown in the samples.
