Add EXCI command level interface support for 64 bits PL/1 programs

When a PL/1 batch program is compiled with the CICS('EXCI') option,
EXEC CICS statements are translated into calls to DFHXCIE by the Cics Integrated Translator, whatever the PL/1 LP compile option.
When LP32 is in effect, this is fine as DHFXCIE is amode 31.
However, when LP64 is in effect, error IEW2469E reason 2 is generated
when link-editing the generated object module.
A 64 bits equivalent of DFHXCIE should be provided by IBM and the Cics
Integrated Translator should point to this 64 bits equivalent when PL/1
compile option LP64 is in effect.

    Whilst this requirement is valid, based on our current plans and priorities, it is not likely that this could be implemented in the next 12 months, or in the next CICS TS release. Correspondingly this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
