Allow CTG to connect to JWK endpoint URL

See this idea on ideas.ibm.com

Currently CTG is able to validate a JWT with a public key inside a RACF keyring. Unfortunetly this certificate can change often and can cause some issue.

Instead of RACF, it would be great that CTG be able to call an JWK endpoint URL to catch the public key.

For exemple an other IBM product, zOS COnnect, is already able to do that : How to configure JWT authentication - IBM Documentation
