Move Debug Tool storage for program listings

Debug Tool uses twice the storage needed to run during initialization. Currently during initialization storage is obtained in LE Heap and then copied to DT storage. We have many very large programs that have caused SOS conditions during DT initialization for the session. In the case of a listing of 20000 lines the storage used during this time exceeded 10MB, while after initialization we come down to about 7MB. We would like to be able to either notify the programmer when a long listing is being loaded and provide a means of cancelling before there might be a problem or move either the LE or DT storage above the bar. Provide a DT option that sends programmer a message if the DT listing is over a certain number of lines. Another possibility is to move the listings to a dataset.
