EKMF Web Browser interface should provide full capability for managing passwords required by userids.

While the EKMF Web browser does provide a facility for changing passwords, it does not support changing the password if the current password has already expired.  

For example, if a new RACF userid is setup, with an expired password (because local conventions require the new user to immediately set a 
new password), they cannot change that password at first time logon.

Similarly, if a user's password has expired, because it wasn't used and/or changed on an appropriate schedule, then the user cannot change their password, via the browser interface.  The fact that the original password has expired prevents them from getting on far enough to change
the password.

Both of these are unreasonable restrictions.

    New functionality for password management is provided for the UKO for z/OS v3.1 (EKMF Web next version). This provide additional password management capabilities from the web based user experience.
