Alternative way for downloading offline repositories

I have trouble using the Installation Manager through our company firewall, so I tried creating an offline repository for installing IDz/Debug client. But the only way to do this is using the Packaging Utility that uses the same download mechanism as IM an so has the same problems.

Providing the repository as an archive file that can be downloaded using a browser would spare us a lot of headaches.

    Please review the comment that was posted on October 27 with a helpful link. Thank you for taking the time to suggest an enhancement to our product. Many of our product enhancements result from feedback from our customers, so your input is always very important to us; However, your request for enhancement is not currently aligned with our product strategy and vision and we have no plans to address your request in the near future. Again, thank you for your suggestion and continued support.
