Create SDEP INDOUBT keyword for SDEP DELETE Processing

REQUIREMENT: We encountered an INDOUBT segment in our DEDB SDEP section, following the deletion of an EEQE. We were able to execute the SDEP SCAN with the INDOUBT keyword, to process the INDOUBT segment, but we were not able to execute the SDEP DELETE until we stopped the area and cleared the INDOUBT segment in the DEDB SDEP, which was an outage to our system.

Kevin Stewart has indicated that he is working on RAS APAR PH14239 which will help collect the required doc once this problem re-occurs and then service hopes to fix this defect.
