Monitoring Configuration Manager - Change Generate so that the USS write is not mandatory

Z Monitor Configuration Manager Generate batch job does a mandatory USS write. USS write should not be mandatory for Configuration Manager Generate. Configuration Manager should have another option for the USS write, or provide the USS information to the installer, who could handle it separately.
