IBM's UII logic is that: UII1 keeps the core addresses of the UIIB and UIIC (action code tables) in the global field @UIITBL and @UIITBL+4. It is done when the first input entry is processed. All subsequent entries access UIIB/UIIC using the @UIITBL. The problem is that after an online load, UIIB/UIIC's core address changes, but the address in the @UIITBL does not. The problem can hardly be noticed if the change is minor and old & new versions are still in core. In z/TPF with its large core, programs are rarely phased out and phased in. If an IPL is not taken after the program load and the core area is reused, then all input entries fail. Instead of having to IPL, UII1 should detect an online load of UIIB/UIIC and automatically update the @UIITBL.

This will be fixed with PJ42757. IBM has decided to allow loading UIIB-UIIF with the E-type loader.
APAR PJ42757 will prevent UIIB and UIIC from being loaded with the E-type loader. If an attempt is made to include these in a loadset, the offline loader will issue message LOAD8056E and will not complete successfully.
Did you want to pursue this RFE to allow loading these programs with the E-type loader? If so, it would be brought up for discussion but I don't believe it would be prioritized very high due to the frequency with which these programs are loaded.
