Remove the requirement of Db2 SYSADM authority to access the IZPCA panels to perform specific functions.

DB2 SYSADM is the highest level of administrative authority at a DB2 subsystem level. Users with SYSADM authority can run some utilities and issue some database and database manager commands within the instance. A user with SYSADM authority can grant and revoke table space privileges and can also use any table space.

How it should work: Therefore, this privilege should be restricted only to those responsible for overall subsystem maintenance/install/operations. 

Who would benefit from it? Implementing this idea will provide protection and security of the overall operations and function of the DB2 subsystem to benefit all customers with IZPCA installed.  

How should it work? Reduce privilege to DB2ADM the administrative authority for the IZPCA specific databases. The database administrator possesses the privileges that will be needed to create objects and issue database commands. DBADM authority has SELECT privileges on system catalog tables and views.
