GDPS "administrative" operation: throttle Cpu usage

we ask that GDPS throttle some specific activities (like CONFIG operations and Monitor2) that are considered less critical than the Freeze or HyperSwap.

    This requirement is satisfied by z/OS SRB3 which is generally available on May 29, 2022.

    GDPS Metro uses SRB3 on a z16 to temporarily boost CPU when HyperSwap is initialized.

    Of course we could schedule the CONFIG in a low activity period, but there are specific customer's business needs which are quite restrictive. In some cases, we would like to be able to decide whether to use maximum power or to tolerate a slightly prolonged time for HyperSwap function.

    Why can't the DASD Config be scheduled during a period of low activity? note that if we were throttle GDPS operations, the time to get GDPS fully initialized will be elongated (e.g., if we throttle DASD Config, you will be w/o the HyperSwap function for a longer period of time).
