Provide Capability to Write to SYSLOG

ZOAU would benefit from providing a standard mechanism to write a message to the z/OS system log. In automated processes, it is often imperative to indicate progress or the motivation for the process or even indicate that a process is taking place. While this can happen through stdout, this approach can make it challenging for other z/OS processes/users to be aware a process is taking place. Adding this functionality will also provide the capability for automated processes to synergize with other automation solutions and monitoring solutions. Perhaps create a capability to block a process with a WTOR until a reply is issued as well.
