Add the ability to specify an FTP options for CICS explorer

When they use HFS file from CICS explorer and the outout of HFS file list ( ls -al output ) contains lower case charactors, it got gabage as KATAKANA charactors. Thisi cuase CICS explorere does not shows HFS file output.

If customer use "KATAKANA" codepage on winfows, they need to specify conversion table at FTP server ( in FTP.DATA, SBDATACONN=TATCPIP.STANDARD.TCPXLBIN ) to use HFS files via CICS explorer.
Customer can circumvent to set the converstion table at FTP server's FTP.DATA ( SBDATACONN=TATCPIP.STANDARD.TCPXLBIN ). But it is effect all FTP user. Customer want to set the conversion table only for CICS explorer. But they cannot specify it in CICS explorer because there is not such option in CICS explorer.
For example, when customer preform FTP , they use QUOTE SITE SBDATACONN=TATCPIP.STANDARD.TCPXLBIN command to set the conversion table for the FPT session. They want to set the converstion table for CICS explorer side.
