OPCOPTS - Parameter REMJCLDIRECTIVES should be set default as YES since it always caused OPC Fetch Directive error if not set to YES

As this Parameter REMJCLDIRECTIVES current default set to NO is an very old design, when we use OPC Fetch Directive, the JCL will always throw error anyway. This mean REMJCLDIRECTIVES(YES) will be mandatory. However, this should also take in consideration that REMJCLDIRECTIVES(YES) will remove expending step in JES log which required more steps during investigation. If this behavior could also change to make expanding step to be in JES log visible, it would be more practical as well.

    Hello there, although we understand the concern it is not in our policy to change default values for the parameters, there is too much risk to impact other customers.
