User fields at occurrence level

Currently we have a PIF interface to add occurrences to the current plan. We need to pass variables to a job/operation that are up to 500 bytes long (for non-zos environment). The variables have to be available to all operations in the occurrence.
The idea is, to define user fields at occurrence level, the variables should be available via substitution exit.

User field name: up to 80 characters
User field value: up to 1024 characters

    The origine usecase is, that we need a callback, when an occurence (added by pif) is completed. Therefore we were thinking about adding the url of a webhook to the occurence in the user fields and the last operation will retrieve this url and call the webhook to send the completion event.
