Enable RFRDEST command to be issued against standby controllers

In our main Production sysplex, we have an active controller running on 1 LPAR and 2 hot standby controllers running on other LPAR's. If we add remote destinations dynamically using the RFRDEST command, it only reflects on the active controller. If we try to issue the RFRDEST on a standby controller, we get the following :-
