Provide Execute command for WTO workstations

There's no way to start an operation on a WTO workstation if submit is deactivated.
Other operations (CPU-jobs) could be started using the Execute command. So we need a similar solution for WTO operations.

    The use case described in this RFE is only one example. I would like this also in situations (e.g.) after a system crash or catastrophic back up scenarios when you are treated to do only partial tests of your environment and here especially TWSz.
