Possibility to define WS that are able to submit even with JOBSUBMIT(NO)

We migrated from IBM AF/Operator to IBM System Automation. A lot of stuff from AFOP was implemented into SAz with IWSz/TWS integration. We use WS in TWS for SAz with Automation=Yes, the Domain Workstations and separate WS for normal jobs that are submitted out of the SAz Applications we defined. 

From time to time it is required to close the job submission within TWS, for example in a database maintenance window. If an Application would be started in that timeframe that is required for automation, the jobs on normal virtual computer workstations wouldn't run. If they are important and time dependent, they have to be EXecuted manually by our Operating. Partly, there is logic within the APPL operations implemented, so that some Operations WAIT some minutes and if executed, set other Operations to complete. This is sth. like an IF/THEN/ELSE logic. In situation with JOBSUBMIT(NO) this is very error prune for our Operating, as some of then always are added with JOBSUBMIT(NO). 

We would love to see an option on the WS definition like JOBSUBIGNORE=YES/NO, so that workstations are able to ignore the JOBSUBMIT(NO) and jobs are forced to run.
