PL1/DL1 passing pointers for PCB's and CEETDLI support

NRB cannot use full functionality of PL1 with DL1 access as they use CEETDLI as DL1 Interface program which is NOT supported. Other problem is that the PCB's are passed as pointers which is also not supported.

OPERCMD add the console on the command

When you use the OPERCMD, you can't select a specific console you want. If you need it, you need to pass throught a ISA command for example. Maybe add a parameter on the opercmd command to specify a specific console (and in the python api also)
