Enable MQ and DBCTL adapters to run on T8 TCB

CICS/TS JAVA programs cannot access RMIs (MQ, DBCTL) other than DB2 on a T8 TCB, forcing a TCB switch per call.

This RFE is partially satisfied by CICS TS 5.4 which is generally available from today June 16th 2017.
For more information see the announcement letter https://www-01.ibm.com/common/ssi/cgi-bin/ssialias?infotype=an&subtype=ca&supplier=897&letternum=ENUS217-113

CICS Java applications running in an OSGi JVM can now use the MQ Classes for Java and the MQ Classes for JMS to access IBM MQ for z/OS from a T8 TCB instead of forcing a move to an L8 TCB.

There is no support for the DBCTL adapter to run on a T8.

Allowing the MQ Attach (TRUE) to run on a T8 open TCB is something we would like to address. The RFE is being moved into 'Planned for Future release' status. Please note:

Allowing the MQ Attach (TRUE) to run on a T8 open TCB is a cnadidate for a future release. There are no current plans to do the same for the IMS Attach. This would require changes to IMS.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Transaction Processing
    Product - CICS Transaction Server

For recording keeping, the previous attributes were:
    Brand - WebSphere
    Product family - Transaction Processing
    Product - CICS Transaction Server

For DB2 we had the advaantage of having the associate/dissociate function from DB2 which allows us to unplug a thread from a TCB and plug it into a different TCB. So for example if there was a mixed language application say Java and Cobol that access DB2, then the thread can be moved from a T8 to and L8 and back again when required. We don't have thaat functionality with MQ or DBCTL.

That said, for MQ, the position is easier as MQ don't have TCB affinity between individual requests in a UOW, so different requests can use different TCBs.

In summary this is feasible for MQ but less likely for IMS where the YTCB management is on the IMS DRA side. It woul require associate/dissociate type functionality to be provided by IMS.

Hence this is a candidate for a future release as regaards MQ exploitation only. IMS would be a long term objective.
