Specified default Editor should be used for non extension data set

When a sequential data set that has no file extension is opened on
a remote system, the zSystems LPEX Editor is used as defined application.
Even when the zSystem Editor is defined as default editor for the file
type "*.*" (no extension), the extension is not applied to the data set and
the default editor (zSystem Editor) is overrode and the zSystem LPEX Editor
is always opened.
In order to change the Editor, we have to execute several steps that is
described in APAR PH16212 (Local fix).
This is very inconvenient for IDz users and we would like to ask you to
modify the product to use specified default Editor for no extension file.
