IMS emergency restart should be extended to allow the possibilty of an Emergency Restart "light"

A new Emergency Restart light function following an IMS abend would start IMS, perform all DB backouts and resolve any in-doubt threads but not allow any other work to be started. Following the ERE light IMS should terminate - either automatically or via a command or maybe by way of a WTOR.
