(TPFUG/Visa) - Provide information about loadset resource consumption to warn of possible problems managing very large loadsets

If a loadset contains a very large number of programs, or programs that are very large, activation can result in unexpectedly large increases in CRPA consumption, and loadset accept processing can temporarily consume an unexpectedly large number of #XRPGn ordinals. An example is if Java 11 is OLD loaded. Each version will consume ~ 135Mb of AP64CW storage meaning ZOLDR ACT could increase AP64CW consumption by 270Mb if no base versions were already in core. Loadset accept could temporarily consume ~ 35K additional #XPRGn ordinals.  If there is not enough CRPA, the loadset activation will fail. If there are insufficient #XPRGn ordinals, an activated loadset cannot be accepted.

CRPA area and #XPRGn consumption warning dumps/messages are issued for 80%+ consumption but even when monitoring ensures BAU growth is accommodated, a very large loadset could still exceed available resource allocations.

To assist in highlighting possible issues activating or accepting a very large loadset we would like to see new support as follows:

1) Warning messages at the time of ZOLDR LOAD when a loadset:

a) will use more than a configurable (suggest 10% as the default) percentage of any of the CRPA areas.  The calculation should consider, but break out, the CRPA consumption required for base versions of the programs in the loadset that have not yet been fetched into memory.   The warning message should also indicate the current % in-use of the affected CRPA area(s) although the user would need to understand that this in-use % is valid only at the time of ZOLDR LOAD and that it could be different at the time the ZOLDR ACT is done.

b) will temporarily use more than a configurable (suggest 10% as the default) percentage of allocated #XPRGn ordinals when it is accepted

c) will temporarily require more than the currently available number of #XPRGn ordinals when it is accepted

2) Provide the means to display the number of allocated and currently available #XPRGn ordinals.
