Refreshing the subsystem of a controller after a new release

After the installation of a new release, the customer must either do an IPL or restart the controller on EACH lpars to upgrade the subsystem.
For instance, on a productive system with 12 lpars and 3 IWS instances, the controllers must be restarted 36 times because the REBUILD processing must run on each lpars.
it would be more secure to allow the subsystem to be updated with a modify command or with a transient started task after the new release is installed.
