This requirement has been evaluated. Looking at current plans, it is not likely that this would be implemented in future zOS Connect releases, so correspondingly this requirement is being rejected. You have an opportunity to resubmit in twelve months time if you wish it to be considered then.
Using the already established capability of CICS to signal to WLM the health of an individual CICS region and then tying this existing CICS capability to this idea for improving z/OS Connect's algorithm for selecting a CICS region to send new requests to would be a very powerful and useful to us enhancement. Today, we already are leveraging CICS WLM health (set a region's health to 0) when we encounter issues where a specific CICS region is under stress or otherwise unable to handle new work requests (such as when we detect an allied service like DB2 or MQ is unavalale to this CICS region).
CICS WLM Health metrics are already used by other components to influence work selection from amongst a pool of CICS regions. It would be very powerful for z/OS Connect to also leverage this existing support.
