Alter Domain / Site table refresh to be dynamic instead of requiring a Full Netview outage

The GDPS system resides on the Netview that also executes system automation.  Prior to GDPS 4.5 we could dynamically refresh the site table with the 4.5 release you are now causing the customers to take an outage to their automation environments.

This is not acceptable in a shop that is 24/7.  The netviews in our shop are recycled 4 times a year and this would force additional outages when adding new hardware or lpars.

    This requirement is satisfied by GDPS Metro 4.7 which is generally available on March 29, 2024.
