Provide a DELETE option for the STOP SECONDARY, and a NOCOPY option for the START SECONDARY script statements

As an MGM4SITE environment with external LCP, we have regular resiliency tests where we failover from one region to the other (REG-A to REG-B). When we do this we have to terminate the copy to the LCP source disk in the old recovery region (REG-B), and then redefine it in the new recovery region (REG-A). At the point we do this, we know that all our copies of data, including the LCP source disk, are identical. Currently, there is no process in GDPS that can redefine the relationships without necessitating a full push of data. This means we have to manually maintain a series of jobs outside of GDPS that can perform the required delete and establish pair commands. The ability to use script statements to manage the process, would make use of the configuration information already defined in the GEOPARM member on the LCP master system, and so remove one potential area for human error, as well as allowing better integration into our region switch processes.
