Change DFS2440W to an error message and cause RC8 instead of RC4

During execution of an ACBGEN of a PSB that contains a PCB with FP database, processing sequence of FP secondary index and processing option of insert and/or delete, a warning with RC=04 is returned. The warning message is as follows:

DFS2440W INVALID PROCOPT FOR SEGMENT --CBSCB00 IN DBD --DBDCBG1 CHANGED TO EXCLUDE DELETE AND INSERT SENSITIVITY

An ERROR and REC=08 is preferred for this warning, so that it is not mistaken with a warning and RC=04, which is acceptable during an ACBGEN of a BUILD PSB.
